Physician Selection & Patient Choice Policy

Tissue Restoration Center

About this notice. Understand your role in choosing a surgeon and reviewing options.

Tissue Restoration Center

TRC is committed to an informed, patient-directed physician selection process. This policy establishes the patient’s freedom of choice, TRC’s responsibilities, and the distinction between TRC Patient Services and independent medical care.

1. Patient Choice and TRC’s Role

Patients independently select their treating physician. TRC organizes information, comparisons, consultations, and administrative arrangements within the patient’s selected services. Medical evaluation, recommendations, and treatment remain the responsibility of independent clinical providers.

Patients may consider multiple physicians, obtain independent consultations or second opinions, compare available information and estimates, ask questions, decline an option, change their selection, or decide not to proceed.

TRC will respect these choices. A physician’s listing, registration, or appearance in search results does not create an obligation to select that physician. Enrollment in TRC Patient Services does not itself authorize treatment or commit a patient to a particular surgeon.

2. Existing Physicians and Coordination Limits

Patients may identify a physician they already see or are considering, whether or not that physician appears in TRC’s displayed information.

TRC will review the requested coordination and explain the services it can provide. Particular arrangements may depend on patient authorization, access to information, practice participation, availability, or other practical requirements.

A limitation in TRC’s ability to coordinate with a practice is not a restriction on the patient’s freedom to choose that physician.

When a limitation affects requested TRC services, TRC will explain its effect and the coordination that remains available. TRC cannot require an independent practice to participate or accept a patient.

3. Independent and Registered Surgeons

All physicians remain independent clinical providers, including those identified as Registered Surgeons.

“Registered Surgeon” indicates completion of TRC’s administrative registration process. “Independent Surgeon” may identify a physician who has not completed that process. These labels describe administrative participation, not comparative clinical quality or suitability for a particular patient.

Registration alone does not establish employment, partnership, agency, or a clinical relationship between the physician and TRC. Each physician remains responsible for the professional services they provide.

4. Physician Information and Confirmation

Within the patient’s selected services, TRC organizes available professional and practice information, consultation options, estimates, and questions requiring clarification.

Search results and comparisons may reflect location, procedures offered, patient preferences, available information, and administrative participation. They may not include every available physician. Listing, ordering, and registration do not establish an individualized clinical recommendation or guarantee of quality.

TRC will distinguish information supported by an identified source from information requiring confirmation. Known limitations relevant to the patient’s review will be identified. Patients may ask what a comparison is based on, request clarification, and report suspected inaccuracies.

Relevant considerations include:

  • Current licensure and the board and specialty associated with a certification claim.
  • Experience with the proposed procedure and applicable facility credentials.
  • Clinical alternatives, risks, expected outcomes, and postoperative care.
  • Included services, potential additional charges, and practice financial policies.

5. Separate Fees and Financial Transparency

TRC does not receive a share or percentage of the surgeon’s professional fee.

TRC charges for its own separately identified Patient Services and selected TRC program components. Independent surgeons establish their professional fees and remain responsible for the clinical services those fees cover.

TRC will distinguish its fees from charges belonging to independent surgeons, anesthesia providers, facilities, and other third parties. Presenting these amounts together in a complete cost overview does not make independent provider charges TRC fees.

Patients may request clarification of:

  • Who provides each service and what each quoted amount includes.
  • Which charges belong to TRC and which belong to independent providers.
  • Which amounts remain estimates or require confirmation.
  • Whose payment, cancellation, and refund terms apply.

TRC will explain its own charges and coordinate questions about independent provider charges within the patient’s selected services. The applicable written quotations and terms govern the respective billing arrangements.

6. Provider Acceptance and Changes in Arrangements

Independent physicians determine whether to offer consultation or treatment. They may request further evaluation, change availability, or recommend a different clinical approach.

A patient preference, proposed appointment, or TRC planning entry does not establish clinical suitability or require a physician to provide treatment. Arrangements remain subject to the responsible provider’s confirmation and applicable terms.

If a patient changes their selection or plans, TRC will explain the effect on its coordination and applicable TRC service terms. Previously accepted payment, cancellation, rescheduling, and refund provisions remain subject to the relevant arrangement; a change in decision does not automatically cancel financial obligations.

7. Questions, Concerns, and Corrections

Patients may contact TRC about inaccurate physician information, unexplained coordination limitations, unclear charges, or concerns that their physician choice was improperly constrained.

TRC will review the concern, clarify the relevant information or limitation, and correct information within its control when warranted. When resolution depends on an independent provider, TRC will explain that distinction.

Please identify the page, physician, or interaction involved and briefly describe the concern. If supporting information contains sensitive medical details, ask TRC how to provide it appropriately.

This process addresses TRC’s information and administrative services. Clinical questions belong with the treating medical team. Patients may independently contact the appropriate professional licensing authority regarding physician conduct or licensure concerns.
